Peking, January 19, 1907.

Please refer to your telegram No. 8 of last night. This question has been continually kept before the Board of Foreign Affairs as well as before my Russian and Japanese colleagues, and I have received repeated assurances, one of them no later than yesterday, that before Newchwang opens in the spring the custom-houses would be established.

Delay, however, seems to be occurring in the negotiations, on the part of the Japanese especially, and, in my opinion, it is improbable that a settlement will be reached in time to insure the promise of the Chinese Government being fulfilled, unless representations could be made to the Japanese or Russian Governments.

Great injustice results from the discrimination at present existing.

Peking, January 19, 1907. PLEASE refer to your telegram No. 7 of yesterday, concerning the Chinese political suspects.

His Majesty's Consul-General at Shanghae has telegraphed to-day as follows:--- "I mentioned the matter at a meeting of the Consular Body on the 15th instant, when it was decided to refer the question to the Diplomatic Body. On the 17th the Belgian Consul telegraphed in his capacity as Senior Consul to the doyen.

"I have now received a communication from the Taotai, who deprecates the delay which must be caused by referring the matter to the Diplomatic Body, and urges that the two prisoners should be handed over immediately. I am requested to influence my colleagues, and to make urgent representations to you as to the necessity for this action.

"I had already, before the matter was taken up by my colleagues, informed the Taotai what conditions were essential to the handing over of the suspects-namely, that the Court should be satisfied of the existence of a prima facie case by the production of some evidence or record. In the opinion of the Assessor, details sufficient for this purpose have now been furnished."

Following reply sent to Sir Pelham Warren :-

"The evidence of a primú focie case was, I presume, produced before the Court in public.

"If this is the case, I shall urge the Diplomatic Body at once to authorize the men being handed over."
